Open Lecture: Political Power and Social Hierarchies in the Ionian State (1814-1864)

Synopsis

The present lecture is based on primary and secondary sources’ elaboration, referring to the administrative organization and to the state system in the Ionian Islands under the British Rule.

As a reflection, the social structure of the local society was interconnected to the administrative mechanism. From a methodological perspective, the use of administrative archives can be instrumental in synthesis’s process, in an effort to portray social networks and to clarify the formation of both “subjective” and collective identities. Developing, however, the empirical work in the factual context is deemed necessary.

This presentation examines the gradual articulation of the state mechanism and the way that this it is reflected in the intended rationalization of legislative and executive authorities. In this context, the language used in administration (Italian, English, and then Greek) elucidates reforms or alterations of the State mechanism, as well as it is related to the emergence of a local identity.

The statecraft of the Ionian State is also being examined, while the reference to the previous constitutional texts of the Septinsular Republic was an encounter of institutional continuity and discontinuity. Thus, the administrative mechanisms of the Ionian State were analyzed in their interaction with the local society, as an indicator of British colonial practices

Bio

Katerina Brégianni is the Research Director, at the Modern Greek History Research Centre of the Academy of Athens where she commenced as a researcher in 2003. She is an external affiliated researcher to the group Laboratoire de Démographie et d’Histoire Sociale, CRH-EHESS, Paris, were she is charged with individual research program on European interwar crisis from monetary perspective, while she is participating in a collective project on the history of international institutions. Previous roles include:

Scientific associate at the Bank of Greece’s Centre of Research, tutor at the Hellenic Open University, teaching European Economic History (2001-2011) and associate researcher at the Hellenic Banks Association (1999-2004).

Her doctoral studies completed at the University of Paris I-Pantheon Sorbonne in 2000, focused on the Greek rural economy during the interwar period. She has published various articles on Modern Greek Economic and Social History and is the author of three research monographs

Σύνοψη

Η παρούσα διάλεξη βασίζεται στην επεξεργασία πρωτογενών και δευτερογενών πηγών, ενώ αναφέρεται στη διοικητική οργάνωση και το κυβερνητικό σύστημα του, υπό Βρετανική Προστασία, Ιονίου Κράτους. Ως αντίστιξη, η διαμόρφωση της τοπικής κοινωνικής δομής ήταν αλληλένδετη με τον διοικητικό μηχανισμό. Από μεθοδολογική άποψη, επομένως, η χρήση διοικητικών αρχείων μπορεί να συμβάλει στη διαδικασία της σύνθεσης, σε μια προσπάθεια απεικόνισης των κοινωνικών δικτύων και στην αποσαφήνιση του σχηματισμού τόσο των ατομικών όσο και των συλλογικών ταυτοτήτων. Ωστόσο, η ένταξη της εμπειρικής έρευνας στο ιστορικό πλαίσιο κρίνεται απαραίτητη.

Η παρουσίαση εξετάζει τη σταδιακή διαμόρφωση του κρατικού μηχανισμού αλλά και τον τρόπο με τον οποίο επιχειρείται ο σταδιακός εξορθολογισμός της νομοθετικής και εκτελεστικής εξουσίας. Σε αυτό το πλαίσιο, η γλώσσα που χρησιμοποιείται στη διοίκηση (ιταλικά, αγγλικά και στη συνέχεια και τα ελληνικά) διασαφηνίζει μεταρρυθμίσεις ή μεταβολές του κρατικού μηχανισμού, καθώς και σχετίζεται με την ‘’εμφάνιση’’ μιας τοπικής ταυτότητας. Το προσωπικό που στελεχώνει τη διοίκηση εξετάζεται επίσης, ενώ η αναφορά στα προηγούμενα συνταγματικά κείμενα της Επτανησιακής Πολιτείας (1803) καταγράφει τη συνάντηση θεσμικής συνέχειας και ασυνέχειας. Έτσι, οι διοικητικοί μηχανισμοί του Ιονίου κράτους αναλύθηκαν στην αλληλεπίδρασή τους με την τοπική κοινωνία, ως δείκτης των ευρύτερων βρετανικών αποικιακών πρακτικών.

Βιογραφικό

Η Κατερίνα Μπρέγιαννη είναι Διευθύντρια Ερευνών στο Κέντρον Ερεύνης της Ιστορίας του Νεωτέρου Ελληνισμού (ΚΕΙΝΕ) της Ακαδημίας Αθηνών, στον οποίο και ανέλαβε ερευνητικά καθήκοντα από το 2003. Είναι εξωτερικός επιστημονικός συνεργάτης της ομάδας “Laboratoire de Démographie et d’Histoire Sociale, CRH-EHESS, Paris”, όπου και συμμετέχει σε ένα ερευνητικό πρόγραμμα για την Ευρωπαϊκή μεσοπολεμική κρίση από νομισματική σκοπιά, ενώ ταυτόχρονα εμπλέκεται σε ένα συλλογικό πρόγραμμα για τη ιστορία των διεθνών οργανισμών.
Υπήρξε επιστημονικός συνεργάτης στο Κέντρο Έρευνας της Τράπεζας της Ελλάδος, καθηγήτρια του Ανοιχτού Ελληνικού Πανεπιστημίου όπου και διδάσκε Ευρωπαϊκή Οικονομική Ιστορία (2001-2011) και επιστημονικός συνεργάτης της Ένωσης Ελληνικών Τραπεζών (1999-2004). Οι διδακτορικές της σπουδές, οι οποίες και ολοκληρώθηκαν στο Πανεπιστήμιο της Σορβόννης τον Ιούνιο του 2001, επικεντρώθηκαν στην ελληνική αγροτική οικονομία κατά την περίοδο του Μεσοπολέμου.
Έχει εκδόσει μία σειρά άρθρων για την Σύγχρονη Ελληνική Οικονομική και Κοινωνική Ιστορία καθώς και τρία επιστημονικά συγγράμματα.
